The White Collar Crime Offender Registry is the brainchild of Utah Attorney General Sean Reyes.
It was authorized by HB 378 of the Utah Legislature’s 2015.
The Chief Sponsor was Representative Mike K. McKell, and the Senate Sponsor was Senator Curtis S. Bramble.
Most of the bill is codified in Utah Code Title 77, Chapter 42.
The Utah Attorney General’s Office maintains the Registry and has written regulations governing its use. Those regulations are found in the Utah Administrative Code as Rule R105-3.
